The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items.  Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times.

Individuals signing up for public comment may register for VIA bus fare or parking validation at www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N. Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas Government Code.

Ordinance awarding the 2024 Wheelchair Ramp Installation Task Order Contract Package 1 to H. L. Zumwalt Construction, Inc. in an amount not to exceed $672,650 of which $13,500 will be reimbursed by San Antonio Water System and $1,400 reimbursed by CPS Energy for necessary adjustments to their existing infrastructure. Funding is from the General Fund, Advanced Transportation District Fund, 2022 General Obligation Bond Program, debt proceeds, and other funding sources included in the FY 2024 – FY 2029 Capital Improvement Program. Ordinance approving a task order to a Job Order Contract with HJD Capital Electric, Inc. in the amount not to exceed $1,332,350 for the La Villita HVAC and Plumbing Improvements project. Funding is from previously authorized Certificates of Obligation, Tax Notes, and prior debt proceeds included in the FY 2024 – FY 2029 Capital Improvements Program. Ordinance approving an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), accepting reimbursement in the estimated amount not to exceed $1,200,000 from TxDOT for construction-related expenses and authorizing payment in the amount not to exceed $20,566 to TxDOT for administrative oversight of federal funds for the Abe Lincoln Shared Use Path project, a General Fund and federally funded project. A match for this project of $300,000 will be paid for by the City. Funding is from the General Fund included in the FY 2024 – FY 2029 Capital Improvement Program. Ordinance approving a utility contract amendment in the increased amount not to exceed $509,037.27 for a total contract amount of $31,559,486.68 with Sundt Construction, Inc. of which $509,037.27 will be reimbursed by CPS Energy for construction services related to a gas main replacement at the Santa Rosa Street and Nueva Street intersection as part of the Zona Cultural Streets - Santa Rosa Street (Cesar E. Chavez Boulevard to Martin Street) project; and authorizing the acceptance of funds in the amount of $509,037.27 from CPS Energy to the Santa Rosa (Cesar E Chavez Boulevard to Martin Street) project. Funding is from previously authorized debt proceeds and the 2017 General Obligation Bond Program included in the FY 2024 - FY 2029 Capital Improvement Program. Ordinance approving a utility contract amendment in the increased amount not to exceed $462,045.89 for a total contract amount of $38,804,505.87 with Sundt Construction, Inc., of which $462,045.89 will be reimbursed by San Antonio Water System (SAWS) for chilled water supply construction phase services as part of the South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) project; and authorizing the acceptance of $462,045.89 from SAWS for the South Alamo Street (Market Street to East Cesar E. Chavez) project. Funding is from 2017 General Obligation Bond, Certificates of Obligation and Hemisfair Tax Increment Reinvestment Zone funds included in FY 2024 - FY 2029 Capital Improvement Program. Funding is from the 2022 General Obligation Bond Program funds included in the FY 2024 – FY 2029 Capital Improvement Program. Ordinance approving the negotiation and execution of eight On-Call Civil Engineering Professional Service Agreements with BGE, Inc.; Camacho-Hernandez & Associates, L.L.C.; CP&Y, Inc. dba STV Infrastructure (STV); Freese and Nichols, Inc.; Halff Associates, Inc.; KCI Technologies, Inc.; Kimley-Horn and Associates, Inc.; and Pape-Dawson Consulting Engineers, Inc. Each agreement is for an amount not to exceed $3 million for a three-year term with no option to renew for a total amount not to exceed $24 million for as-needed civil engineering services, program support and construction phase support related to capital projects citywide. Funding is from various sources, including 2017 General Obligation Bond Funds, 2022 General Obligations Bond Funds, General Fund, Certificates of Obligation, and other debt proceeds included in the FY 2024 – FY 2029 Capital Improvements Program. Ordinance amending a lease agreement for a 19,050 square foot City-owned building located at 2803 East Commerce known as the Barbara Jordan Community Center, for its continued use by San Antonio Fighting Back for an additional five-year term expiring September 30, 2028. Ordinance amending a lease agreement with DW SA Centerview, LLC, which commenced December 1, 2023 and expires on November 30, 2028, for the continued use of office space located at 4538 Centerview Drive by the San Antonio Metropolitan Health District, for the initial annual rent amount of $43,479.96 increasing to $47,828.04 in the final year.
