The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items.  Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times.

Members of the public can comment on items on the agenda. To sign up to speak visit www.saspeakup.com. Click on meetings and events and select the meeting you’d like to participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration closes 15 minutes before the start of the meeting. Individuals signing up for public comment may register for VIA bus fare or parking validation at www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N. Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas Government Code.

Ordinance approving a lease with DHL Express (USA) Inc., for Building 1600, including ground space, apron/ramp space and preferential parking located at 10307 Wetmore Road at the San Antonio International Airport for an initial term of one year with the option to extend for four, one-year periods. Ordinance amending a professional services agreement with Teichroeb Consulting to extend the term six-months and increase the amount by $24,498, to a new contract value of $73,498 to allow the continuation of quarterly passenger survey services at the San Antonio International Airport. WITHDRAWN – Approval of an appeal of the decision of the Board of Adjustment, pursuant to City Code Sec. 28-5, to deny a 93 square foot variance from the maximum 200 square foot to allow a 293 square foot sign, located at 26642 Bulverde Road. Ordinance approving agreements with ADMT Solutions, LLC, Alamo Home Health, Inc. dba Touchstone Health, BEAT AIDS Coalition Trust, Courageous Creativity, Doin Well, LLC, Parenting Plus, Stability Staffing and Consulting, LLC, The Immunization Partnership, The University of Texas Health Science Center at San Antonio, and Young Women’s Christian Association of San Antonio for the City of San Antonio’s Metropolitan Health District’s Immunizations Program to provide vaccine education outreach services for $100,000 each and a cumulative amount up to $1,000,000 for terms December 1, 2024, through June 30, 2025. Ordinance approving an agreement with Young Men’s Christian Association of Greater San Antonio, for diabetes workshops as part of the City of San Antonio Metropolitan Health District’s Diabetes Prevention and Control Program in an amount up to $242,750 for a term beginning February 1, 2025 through September 30, 2025, with the option to renew for an additional one-year term for a total amount up to $485,500, inclusive of renewals. Ordinance approving a contract with VIA Metropolitan Transit to continue the VIA EZ Rider Program for City Employees for $65,000 annually with a total value of $325,000 beginning January 1, 2025, through December 31, 2026, with three additional one-year extensions. Resolution of No Objection for Emberstone Apartments, LP’s application for 2025 Non-Competitive 4% Housing Tax Credits (HTC) from the Texas Department of Housing and Community Affairs (TDHCA) for the construction of a 240-unit affordable multi-family rental housing development named Emberstone Apartments, located at Watson Road and State Highway 16 South in City Council District 4 and acknowledgment that more than 20% of the total housing in the Census Tract is supported by HTC.
