The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room 10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on {enter Date Here}
Briefing and Possible Action on the following items

Protest and appeals of questions from the written examination for the position of Fire Engineer administered on May 16, 2025.
3.
Notice and appropriate action regarding the approval of the eligibility list for the position of Fire Engineer created from the examination administered on May 16, 2025. This eligibility list will remain in existence for one year beginning on the first day of the month following the month the written examination was given or until the list is exhausted. If changes are made to the examination as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be certified at a subsequent Commission Meeting.

Notice and appropriate action regarding the approval of the eligibility list for the position of District Fire Chief created from the District Fire Chief Written Examination administered on May 8, 2025, and the District Fire Chief Assessment Center administered May 28, 2025, through May 30, 2025. This eligibility list will be valid for a period of fifteen (15) months from the day after the written exam was given, or until the list is exhausted.

Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Ryan Wienckowski – Rule IX 13f – Use of Illicit substances – Permanently Unsuitable
b. Pedro Rocha – Rule 13 – Use of Illicit substances – Permanently Unsuitable
c. Junqi Zhang – Rule 9d – Employment History – Permanently Unsuitable
d. Glendalys Rosario – Rule 8 – Compliance with Processing Requirements – Eligible to reapply
6.
Review, discussion, and possible action regarding SAFD applicants appeal to beginning positions.
a. Filip Lange – Rule IX 9a – Employment History – Eligible to reapply after 11/7/2026
b. Brian Stehle – Rule 8g – Compliance with Processing Requirements – Eligible to reapply
7.
Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed two (2) day suspension for Officer Bryan Rodriguez effective May 21, 2025.
b. An agreed three (3) day suspension for Officer Enrique Garza effective May 21, 2025.
c. An agreed five (5) day suspension for Officer Eric M. Padilla effective May 22, 2025.
d. An agreed five (5) day suspension for Officer Justin E. Trevino effective May 16, 2025.
e. An agreed three (3) day suspension for Officer Mario Salas, Jr. effective May 22, 2025.
f. An agreed one (1) day suspension for Officer Matthew Silva effective May 24, 2025.
g. An agreed one (1) day suspension for Officer Payton l. McIntyre effective May 18, 2025.
h. An agreed five (5) day suspension for Officer Rolando M. Sulaica effective May 23, 2025.
i. An agreed one (1) day suspension for Officer Vaughn A. Holloway-Durrant effective May 16, 2025.

These matters have not been appealed and are therefore final.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
