Fire Fighters’ and Police Officers’ Civil Service Commission Meeting

The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the Municipal Plaza Building, B Room, 114 W. Commerce Street, San Antonio, TX 78205  beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on April 1, 2025.
Briefing and Possible Action on the following items
 
2.
Protest and appeals of questions from the written examination for the position of Police Sergeant administered on April 17, 2025.
3.
Notice and appropriate action regarding the approval of the eligibility list for the position of Police Sergeant created from examination administered on April 17, 2025. This eligibility list will be valid for a period of one (1) year after the date on which the written examination was given or until the list is exhausted. If changes are made to the examination as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be certified at a subsequent Commission Meeting.

Notice and appropriate action regarding the approval to administer a District Fire Chief Assessment Center to the top 20 passing participants of the District Fire Chief written examination. The Assessment Center will be conducted from May 28, 2025, through May 30, 2025. Candidates will be notified of the location and of their personal arrival times.
5.
Discussion and possible action regarding the fitness for duty of five (5) San Antonio Police Officers, pursuant to Texas Government Code Section 551.074 (personnel matters) and 551.071 (Consultation with attorney). This item will be heard in Executive Session before the Commission reconvenes in Open Session to take action.
6.
Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Raleigh Martinez – Rule IX 13a1 – Use of Illicit Substances – Eligible to reapply after July 2025
b. Victor Armendariz – Rule IX 9 Section A – Passing Score – Eligible to reapply July 13, 2025
7.
Review, discussion, and possible action regarding SAFD applicants appeal to beginning positions.
a. Domonik Dominguez – Rule IX 11, 14c & 14i – False Statement of Material Fact, Criminal Activity – Permanently Unsuitable
b. Nathaniel Rodriguez – Rule IX 8 – Compliance – Eligible to reapply for subsequent exams
8.
Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An indefinite suspension for Fire Engineer Christopher Edwards effective April 1, 2025. A release and settlement agreement reduced the suspension to a ninety (90) day suspension.
b. A three (3) day suspension for Officer Eustorgio N. Davila effective April 10, 2025.
c. A one (1) day suspension for Officer Devin R. Salazar effective April 3, 2025.
d. A one (1) day suspension for Officer Armando Martinez effective April 3, 2025.
e. A five (5) day suspension for Officer Tristan D. Wessen effective April 3, 2025.
f. An agreed then (10) day suspension for Officer Alo A. Salausa effective April 3, 2025.
g. A three (3) day suspension for Officer Tyler T. Sauvage effective March 26, 2025.
h. An agreed one (1) day suspension for Officer Darius D. Smith effective April 17, 2025.
i. An agreed one (1) day suspension for Detective Bryan J. Cox effective April 22, 2025.
j. An agreed one (1) day suspension for Officer Amanda N. Brown effective April 19, 2025.
k. A one (1) day suspension for Officer Jerold W. Holguin effective April 12, 2025.
l. A one (1) day suspension for Officer Felisardo H. Ortega effective April 10, 2025.
m. A three (3) day suspension for Officer Robert F. Ramos, Jr. effective April 14, 2025.
n. A one (1) day suspension for Sergeant Jesus A. Carillo effective April 11, 2025.

These matters have not been appealed and are therefore final.
o. An indefinite suspension for Officer Holvin Perez-Ortiz, Jr. effective April 10, 2025. A letter of appeal was received on April 14, 2025.
p. An indefinite suspension for Officer Patrick W. Earles effective April 10, 2025. A letter of appeal was received on April 14, 2025.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
