The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items.  Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times.

Sign up to speak or submit a written comment. NOTE: Speaker registration closes 15 minutes before the start of the meeting. Individuals signing up for public comment may register for VIA bus fare or parking validation at www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N. Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas Government Code.

Ordinance approving a contract with Compumeric Engineering, Inc., to provide 252 customized stainless steel trash and recycle receptacles for the Convention and Sports Facilities Department for the Henry B. Gonzalez Convention Center for a cost of $210,893. Funding is from the Hotel Occupancy Tax (HOT) Fund. Ordinance approving a contract with Goodwill Industries of San Antonio to provide landscaping, mowing, and irrigation system inspection, maintenance, and repair services for the Center City Development & Operations Department, San Antonio Metropolitan Health District and Solid Waste Management Department for an estimated cost of $94,612 annually and an estimated total cost of $473,060 over the contract term beginning April 1, 2025, through March 31, 2028, with two additional, one-year renewal options. Funding is from the Market Square Fund, General Fund and the Solid Waste Operating and Maintenance Fund. Ordinance approving a contract Heat Safety Equipment, LLC, to provide the San Antonio Fire Department with Self-Contained Breathing Apparatus (SCBA) equipment service and repairs for an estimated cost of $150,000 annually. Ordinance amending two contracts as follows: (1) increasing a design contract in an amount not to exceed $74,860 for a total design contract of $1,363,415.13 with Moore Iacofano Goltsman, Inc. (MIG, Inc.); and (2) increasing a City construction contract in the amount of $800,000 for construction changes, for a total construction contract of $34,575,777.35 with Sundt Construction, Inc. as part of the Zona Cultural Streets - Commerce Street (Frio Street to Santa Rosa Street), San Saba Street (Nueva Street to Martin Street), Santa Rosa Street (Cesar E. Chavez Boulevard to Martin Street) project. Funding is from the 2017 General Obligation Bond included in the FY 2025 Capital Budget. Ordinance approving an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT) and authorizing payment in an amount not to exceed $18,350 to TxDOT for administrative oversight of federal funds and accepting Highway Safety Improvements Program (HSIP) infrastructure to include improvements of traffic signals at three locations as part of the 2024 Traffic Signal Installation project valued at $1,520,592. Ordinance approving a task order to a Job Order Contract with HJD Capital Electric, Inc., in the amount not to exceed $572,383.30 for the Citywide Public Health and Safety Facility & Resiliency Improvements (SAPD Academy) project. Ordinance awarding the Task Order Contract for Transportation Projects - Package 2 to E-Z Bel Construction, LLC in the amount not to exceed $3,979,985 for projects located Citywide. Funding of $1,861,989 is from the Advanced Transportation Fund (ATD) included in the FY 2025 Capital Budget, and funding of $138,011 is from the General Fund. Ordinance amending the lease agreement with the University of the Incarnate Word for San Antonio Metropolitan Health District’s continued use of office and lab space at 2509 Kennedy Circle, for a term of five years, for an initial annual rental of $140,110.26. Funding is from the General Fund, Resiliency, Energy Efficiency, and Sustainability Fund, and four grants to include Public Health Emergency Preparedness (PHEP), BioWatch Program – Lab Support, Texas Commission on Environmental Quality – Air Monitoring, and the Medicaid Waiver 1115 grants. Ordinance amending City Code 19-194 to restrict oversized vehicle parking within 1,000 feet of a residential zoned area between 12:00 a.m. and 6:00 a.m., except when actively loading and unloading and when making emergency repairs; and establishing a fine of $500.00 to align with the oversized vehicle residential fine.
