The City Council will hold its Zoning and Land Use meeting in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items.  Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times.
 
2:00PM:  Public Hearing and Consideration of the Adoption and Amendments of the Neighborhood, Community and Perimeter Plans as Components of the Master Plan and Zoning Cases
 
Members of the public can comment on items on the agenda. To sign up to speak visit www.saspeakup.com. Click on meetings and events and select the meeting you’d like to participate in. Individuals signing up for public comment may register for VIA bus fare or parking validation at www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N. Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session in the B Room for consultation with the City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas Government Code.

ALCOHOL VARIANCE # AV-2024-014 (Council District 6): Ordinance waiving the application requirements of City Code 4-6 and granting a variance authorizing the sale of alcoholic beverages on the NW IRR 538.61 Feet of Lot 13, Block 1, NCB 17172, by Juan Reyes, operator, and First Plaza Group, LLC, owner, located at 1305 Southwest Loop 410, Suite 100, for on-premise consumption within three-hundred (300) feet of IDEA Mays Elementary School, a public charter education institution.

ZONING CASE Z-2024-10700257 CD (Council District 1): Ordinance amending the Zoning District Boundary from "R-4 AHOD" Residential Single-Family Airport Hazard Overlay District to "R-4 CD AHOD" Residential Single-Family Airport Hazard Overlay District with a Conditional Use for two (2) dwelling units on Lot 13 and Lot 14, Block 1, NCB 12622, generally located at 4515 Loma Linda Drive and the 2700 block of Wilson Street. Staff and Zoning Commission recommend Approval.

ZONING CASE Z-2024-10700172 S (Council District 2): Ordinance amending the Zoning District Boundary from "AE-1 AHOD" Arts and Entertainment Airport Hazard Overlay District to "AE-1 S AHOD" Arts and Entertainment Airport Hazard Overlay District with a Specific Use Authorization for a Hotel on Lots 3 and 4, Block 109, NCB 1386, located at 1738 East Commerce Street. Staff and Zoning Commission recommend Approval.

ZONING CASE Z-2024-10700230 CD S (Council District 3): Ordinance amending the Zoning District Boundary from "R-4" Residential Single-Family and "R-4 AHOD" Residential Single-Family Airport Hazard Overlay District to “R-4 S” Residential Single-Family District with a Specific Use Authorization for a Cemetery, Columbarium, or Mausoleum and “R-4 S AHOD” Residential Single-Family Airport Hazard Overlay District with a Specific Use Authorization for a Cemetery, Columbarium, or Mausoleum on a combined total of 77.14 acres, and "C-2NA CD AHOD” Commercial Nonalcoholic Sales Airport Hazard Overlay District with a Conditional Use for a Funeral Home/Undertaking Parlor on 3.25 acres, for a total of 80.39 acres out of NCB 15667, located at 13279 FM 1937. All “AHOD” Airport Hazard Overlay Districts to remain the same. Staff and Zoning Commission recommend Approval. (Continued from November 21, 2024)

PLAN AMENDMENT CASE PA-2024-11600069 (San Antonio ETJ - Closest to Council District 4): Ordinance amending the Lackland Extraterritorial Jurisdiction Military Protection Area Land Use Plan, a component of the Comprehensive Master Plan of the City, by changing the future land use classification from “Urban Low Density Residential" to "Medium Density Residential" on 15.02 acres out of CB 4338 and CB 4334, located at 2513 Camplight Way. Staff and Planning Commission recommend Approval.

ZONING CASE Z-2024-10700239 (Council District 5): Ordinance amending the Zoning District Boundary from "I-1 MLOD-2 MLR-2 AHOD" General Industrial Lackland Airforce Base Military Lighting Overlay Military Lighting Region 2 Airport Hazard Overlay District to "R-3 MLOD-2 MLR-2 AHOD" Single-Family Residential Lackland Airforce Base Military Lighting Overlay Military Lighting Region 2 Airport Hazard Overlay District on the east 33.33 feet of Lot 11, Block 2, NCB 6440, located at 423 Frio City Road. Staff and Zoning Commission recommend Approval.

ZONING CASE Z-2024-10700302 (Council District 5): Ordinance amending the Zoning District Boundary from "R-4 MLOD-2 MLR-2 AHOD" Residential Single-Family Lackland Military Lighting Overlay Military Lighting Region 2 Airport Hazard Overlay District to "C-2 MLOD-2 MLR-2 AHOD" Commercial Lackland Military Lighting Overlay Military Lighting Region 2 Airport Hazard Overlay District on 3.319 acres out of NCB 6312, located at 2127 South Zarzamora Street. Staff recommends Approval. Zoning Commission recommendation pending the December 17, 2024, hearing.

PLAN AMENDMENT CASE PA-2024-11600084 (Council District 6): Ordinance amending the West/Southwest Sector Plan, a component of the Comprehensive Master Plan of the City, by changing the future land use classification from “General Urban Tier" to "Regional Center" on the north 287 feet of Lot 2, NCB 15363, generally located in the 1600 block of Meadow Way Drive. ZONING CASE Z-2024-10700243 S ERZD (Council District 8): Ordinance amending the Zoning District Boundary from “C-3 NA ERZD” General Commercial Nonalcoholic Sales Edwards Recharge Zone District to “C-2 S ERZD” Commercial Edwards Recharge Zone District with a Specific Use for Wireless Communication System in the Edwards Recharge Zone District on 0.0023 acres out of NCB 17615, located at 13307 Western Oak Drive. Staff and Zoning Commission recommend Approval.
