The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room 10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes

Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on {enter Date Here}
Briefing and Possible Action on the following items

Notice and appropriate action regarding the approval of the eligibility list for the position of Probationary Firefighter created from Probationary Firefighter Examination administered on June 10, 2024. This eligibility list will be valid for a period of one (1) year from the effective date or until the list is exhausted.
3.
Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Evan Schoelman – Rule IX 13a1 – Use of Illicit Substances – Eligible to reapply 12/1/2024
b. Julian Carrillo – Rule IX 13f3 – Use of Illicit Substances – Permanently Unsuitable
c. Joseph Ciccarello – Rule IX 16b – Temperate Habits – Eligible to reapply 10/3/2024
d. Andrew Ardila – Rule IX 13af – Use of Illicit Substances – Permanently Unsuitable
e. Emanuel Mendoza – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
f. Erick Domenech – Rule IX 6 – Polygraph – Eligible to reapply 5/30/2024
g. Jesse Canales– Rule IX 3 – Financial Responsibility – Eligible to reapply 3/20/2025

Notice of SAPD disciplinary suspensions without pay:
a. A one (1) day suspension for Officer Luke A. Terrell effective May 31, 2024.
b. An agreed one (1) day suspension for Officer Karim Mahzoon effective May 31, 2024.
c. A one (1) day suspension for Officer Manuel Gandara effective May 30, 2024.
d. An agreed one (1) day suspension for Officer Nicolas M. Wenzel effective May 18, 2024.
e. An agreed fifteen (15) day suspension for Detective Kevin D. Landrum effective May 23, 2024.
f. An agreed ten (10) day suspension for Officer Jeremias Duque, Jr. effective May 23, 2024.

These matters have not been appealed and are therefore final.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
