The Fire Fighters’ and Police Officers’ Civil Service Commission will hold its regular meeting in the Municipal Plaza Building, 114 W. Commerce Street, San Antonio, TX 78205, Room B beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on January 11, 2024.
Briefing and Possible Action on the following items
 
2.
Protest and appeals of questions from the written examination for the position of Fire Lieutenant administered on February 2, 2024.
3.
Notice and appropriate action regarding the approval of the eligibility list for the position of Fire Lieutenant created from examination administered on February 2, 2024. This eligibility list will remain in existence for one year beginning on the first day of the month following the month the written examination was given or until the list is exhausted. If changes are made to the examination as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be certified at a subsequent Commission Meeting.

Notice and appropriate action regarding the approval to administer a Police Detective Investigator Examination. The two-hour written examination will be given at 9:00 AM on July 1, 2024, at the Convention Center, 900 E. Market Street in the Hemisfair Ballroom. The eligibility list resulting from this exam will remain in existence for one (1) year from the day after the written exam was given, or until the list is exhausted.
5.
Notice and appropriate action regarding the approval to administer a District Fire Chief Assessment Center to the top 20 passing participants of the District Fire Chief written examination. The Assessment Center will be conducted from March 20, 2024, through March 22, 2024. Candidates will be notified of the location and of their personal arrival times.

Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed seventy-six (76) day suspension for Officer Javier A. Galva Jr. effective January 10, 2024.
b. A one (1) day suspension for Officer John R. Quiroz effective January 10, 2024.
c. An agreed three (3) day suspension for Officer John R. Quiroz effective January 10, 2024.
d. An agreed forty-five (45) day suspension for Officer Jacob Ryan effective January 14, 2024.
e. An agreed one (1) day suspension for Officer Kyle A. Rainey effective January 18, 2024.
f. A fifteen (15) day suspension for Officer Mark H. Walaski effective January 17, 2024.
. An agreed forty (40) day suspension for Officer Noah Mendoza effective January 26, 2024.
h. An agreed twenty (20) day suspension for Officer Raul J. Rodriguez effective January 18, 2024.
i. A one (1) day suspension for Officer Xavier K. Hutchinson effective January 16, 2024.
j. A one (1) day suspension for Officer Alo A. Salaus effective February 6, 2024.
k. An agreed three (3) day suspension for Officer Brandon Rivera effective January 31, 2024.
l. A one (1) day suspension for Detective Leigh S. Holderby effective January 31, 2024.
m. A one (1) day suspension for Officer Thomas H. Porath effective January 29, 2024.
n. A three (3) day suspension for Fire Engineer Tarek Vaughters-Haywood effective February 8, 2024.
o. A one (1) day suspension for Officer Sean R. O’Neil effective February 1, 2024.

These matters have not been appealed and are therefore final.

p. An indefinite suspension for Officer Raul J. Rodriguez effective January 25, 2024. A letter of appeal was received on January 26, 2024.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
