The Firefighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting at 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room 10.W1003 beginning at 9:00 AM. Once convened, the Firefighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Firefighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on December 11, 2023.
Briefing and Possible Action on the following items

Notice and appropriate action to approve the announcement for a Fire Captain examination. This two (2) hour written examination will be given at 9:00 AM on March 7, 2024, at the Henry B. Gonzalez Convention Center, 900 East Market St., in Room 214. The eligibility list resulting from this exam will remain in existence for one (1) year beginning on the first day of the month following the month the written examination was given or until the list is exhausted.

Notice and appropriate action regarding the approval to administer a District Fire Chief Examination. The two-hour written examination will be given at 9:00 AM on February 19, 2024, at the Henry B. Gonzalez Convention Center, 900 Market St., San Antonio, TX 78205, in Room 205. The eligibility list, resulting from this exam, will be valid for one (1) year after the date of the written examination or until the list is exhausted.

Notice and appropriate action to approve the announcement for the Firefighter Trainee examination. This three and a half (3.5) hour written examination will be given at 11:00 AM on July 17, 2024, at the Henry B. Gonzalez Convention Center, 900 East Market Street, San Antonio, TX 78205. The eligibility list resulting from this exam will be valid for a period of one (1) year from the date of approval or until the list is exhausted.

Approval of the annual lists of potential materials for which promotional examination questions may be taken for written promotional examination for the ranks of Fire Engineer, Fire Lieutenant, Fire Captain, and District Fire Chief. These potential study material lists will be valid for examinations to be administered within the one (1) year period beginning April 1, 2024 and ending March 31, 2025.

Notice and appropriate action regarding the approval to administer a Probationary Firefighter Examination. The two-hour written examination will be given at 9:00 AM on February 23, 2024, at the Fire Training Academy, 300 S. Callaghan Road, San Antonio, Texas 78227. The eligibility list will be valid for a period of one (1) year from the date of approval or until the list has been exhausted.
7.
Review, discussion, and possible action regarding a SAPD applicant appeal to beginning positions.
a. Marcus AIcala – Rule IX 16b – Temperate Habits – Eligible to reapply 5/4/2025

Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed two (2) day suspension for Officer Vincent L. Reisiger effective December 8, 2023.
b. An agreed two (2) day suspension for Officer David S. Hunt effective December 9, 2023.
c. An agreed three (3) day suspension for Officer John E. Carroll effective December 9, 2023.
d. An agreed one (1) day suspension for Officer Jacob N. Quintana effective December 11, 2023.
e. A ten (10) day suspension for Officer Miguel J. Marchand effective December 13, 2023.
f. A three (3) day suspension for Fire Engineer Kendall Schwartz effective December 12, 2023.

These matters have not been appealed and are therefore final.
g. An indefinite suspension for Sergeant Alfred Flores effective December 6, 2023. A letter of appeal was received on December 7, 2023.
h. An indefinite suspension for Officer Nathaniel Villalobos effective December 6, 2023. A letter of appeal was received on December 7, 2023.
i. A seven (7) day suspension for Sergeant Paul A. Rodriguez effective December 12, 2023. A letter of appeal was received on December 21, 2023.
j. An indefinite suspension for Lieutenant Steven G. Velasquez effective December 11, 2023. A letter of appeal was received on December 13, 2023.

Notice and appropriate action regarding the election of Chair and Vice-Chair for the Firefighters’ and Police Officers’ Civil Service Commission.
Public Comments
 
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
