The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room 10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes

Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on September 13, 2023.
Briefing and Possible Action on the following items

Notice and appropriate action regarding the approval to administer a Police Captain examination which will consist of a written examination and a video recorded assessment center. The two-hour written examination will be given at 9:00 AM on March 19, 2024, at the Henry B. Gonzalez Convention Center, 900 East Market Street, Room 216. Information regarding the date, time, and location of the video recorded assessment center will be announced in the Daily Bulletin at a later date. The eligibility list resulting from this exam will remain in existence for 18 months from the date of certification by the Commission, or until the list is exhausted.

Notice and appropriate action regarding the approval to administer a Police Sergeant examination. This two (2) hour written examination will be given at 9:00 AM on March 28, 2024, at the Henry B. Gonzalez Convention Center, 900 East Market Street, in Hemisfair Ballroom. The eligibility list resulting from this exam will remain in existence for one (1) year after the date on which the written examination was given or until the list is exhausted.

Notice and appropriate action regarding the approval of the eligibility list for the position of Probationary Firefighter created from Probationary Firefighter Examination administered on September 8, 2023. This eligibility list will be valid for a period of one (1) year from the effective date or until the list is exhausted.

Notice and appropriate action regarding the approval of the eligibility list for the position of Firefighter Trainee created from Firefighter Trainee Examination administered on May 4, 2023. This eligibility list will be valid for a period of one (1) year from the effective date or until the list is exhausted.

Review, discussion, and possible action regarding an SAFD applicant appeal to beginning positions.
a. Ricardo Coronado – Rule IX 13a1 – Illicit Substances – Eligible to reapply when disqualification factor no longer applies

d. A one (1) day suspension for Officer Joseph A, Swan effective September 25, 2023.
e. A fifteen (15) day suspension for Officer Viviana Rodriguez effective September 29, 2023.
f. A one (1) day suspension for Officer Esmerelda Sanchez III effective September 21, 2023.
g. A one (1) day suspension for Detective Ariel E. Hernandez effective October 24, 2023.
h. A one (1) day suspension for Officer Cassidy A. Costa effective October 30, 2023.
i. An agreed one (1) day suspension for Officer Dennis W. Johnson effective October 13, 2023.
j. An agreed twenty (20) day suspension for Officer Gabriel Reyes effective October 3, 2023.
k. An agreed five (5) day suspension for Officer John Paul L. McDonald effective October 5, 2023.
l. An agreed three (3) day suspension for Officer Robert T. Pompa effective October 25, 2023.
m. An agreed thirty (30) day suspension for Officer Michael Garcia effective October 7, 2023.
n. An agreed thirty (30) day suspension for Officer Stephanie Cherry effective October 9, 2023.
o. An indefinite suspension for Firefighter Carlos Vega-Vasquez effective October 19, 2023. A Release and Settlement agreement reduces the suspension to a forty-five (45) Day suspension.
p. An indefinite suspension for Firefighter Holly Villanueva effective November 1, 2023. A Release and Settlement agreement reduces the suspension to a sixteen (16) Day suspension.
q. An indefinite suspension for Firefighter Paul Espinosa effective November 1, 2023. A Release and Settlement agreement reduces the suspension to a sixteen (16) Day suspension.
r. A three (3) day suspension for Fire Engineer Michael Sutton effective October 9, 2023.

These matters have not been appealed and are therefore final.

Executive Session:  The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
