The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Conference Room A 00.W405 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on August 14, 2023.
Briefing and Possible Action on the following items
 
2.
Discussion and possible action regarding the fitness for duty of seven (7) San Antonio Police Officers, pursuant to Texas Government Code Section 551.074 (personnel matters) and 551.071 (Consultation with attorney). This item will be heard in Executive Session before the Commission reconvenes in Open Session to take action.
3.
Notice and appropriate action to approve a list of psychiatrists to evaluate one (1) San Antonio Police Department applicant.
4.
Notice and appropriate action regarding the approval of the eligibility list for the position of Probationary Firefighter created from Probationary Firefighter Examination administered on September 8, 2023. This eligibility list will be valid for a period of one (1) year from the effective date or until the list is exhausted.
5.
Review, discussion, and possible action regarding an SAFD applicant appeal to beginning positions.
a. Isai Olguin – Rule IX 14k – Criminal History – Permanently unsuitable
b. Jade Brady – Rule IX 13f – Use of Illicit Substances – Permanently unsuitable
6.
Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Adrian Larriva – Rule IX 9 – Employment History – Permanently unsuitable
7.
Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Officer Harlan Duffy effective July 26, 2023.
b. An agreed six (6) day suspension for Officer Gregory Jones effective July 10, 2023.
c. An agreed one (1) day suspension for Officer Aaron D. Burks effective August 19, 2023.
d. A one (1) day suspension for Officer Brennan T. Pankratz effective August 15, 2023.
e. A three (3) day suspension for Officer Cameron D. Borup-Whinery effective August 15, 2023.
f. A termination for Probationary Officer Cecilia Palomares effective August 7, 2023.
g. An agreed one (1) day suspension for Detective Eluterio Rendon effective August 30, 2023.
h. An agreed one (1) day suspension for Officer Elliot E. Torres effective August 17, 2023.
i. A ten (10) day suspension for Officer John E. Carroll effective August 25, 2023.
j. An agreed three (3) day suspension for Officer John Paul L. McDonald effective August 24, 2023.
k. A one (1) day suspension for Officer Loy Garcia effective August 15, 2023.
l. A three (3) day suspension for Officer Miguel J. Marchand effective August 24, 2023.
m. A one (1) day suspension for Officer Miguel J. Marchand effective August 17, 2023.
n. An agreed fifteen (15) day suspension for Officer Ramiro J. Juarez-Ramos effective August 24, 2023.
o. A one (1) day suspension for Officer Raul J. Rodriguez effective August 25, 2023.
p. A three (3) day suspension for Fire Engineer Justin Jacobson effective August 10, 2023.
q. A three (3) day suspension for Fire Engineer Jason Zapalac effective August 15, 2023.

These matters have not been appealed and are therefore final.
