The Tax Increment Reinvestment Zone No. 31 - Midtown Board of Directors will hold its regular meeting in the City Hall Building, Council Briefing Room, First Floor, 100 Military Plaza, San Antonio, TX 78205 beginning at 11:30 AM. Once convened, the Tax Increment Reinvestment Zone No. 31 - Midtown Board of Directors will take up the following items no sooner than the designated times

Once a quorum is established, the Tax Increment Reinvestment Zone No. 31 - Midtown Board of Directors shall consider the following:
Procedural
 
1.
Briefing on the repurposing of the Midtown TIRZ to focus on the City of San Antonio's City-Owned Facilities along the Broadway Cultural Corridor.
2.
Discussion and action to elect a Board Chair for a one-year term.
3.
Discussion and action to elect a Board Vice-Chair for a one-year term.
4.
Approval of the Tax Increment Reinvestment Zone #31 - Midtown Meeting Minutes from the November 10, 2021 Board Meeting.
5.
Briefing on the current financial position of the Midtown TIRZ.

Briefing and Possible Action on the following items

Briefing and Discussion on San Antonio Cultural Corridor Funding Strategy and Phase 1 Projects.
8.
Discussion and action to approve the negotiation and execution of a Funding Agreement between the Board of Directors of the Midtown TIRZ #31, the City of San Antonio, and the Witte Museum for an amount not to exceed $3,000,000 for the renovation and expansion of the Auditorium at the Witte Museum.
9.
Discussion and action to approve the negotiation and execution of a Funding Agreement between the Board of Directors of the Midtown TIRZ #31, the City of San Antonio, and the San Antonio Zoological Society for an amount not to exceed $10,000,000 for the renovation of the undersized zoo entrance and the renovation of the reimagined gorilla habitat.

Discussion and action to approve the negotiation and execution of a Funding Agreement between the Board of Directors of the Midtown TIRZ #31, the City of San Antonio, and the San Antonio Botanical Garden for an amount not to exceed $5,000,000 for the repair and replacement of glass panels on the conservatory structures, replacement of the green houses, lighting improvements and the development of a master plan.

WITHDRAWN – Discussion and action to approve the negotiation and execution of a Funding Agreement between the Board of Directors of the Midtown TIRZ #31 and the City of San Antonio’s Parks and Recreation Department for an amount not to exceed $5,047,500 for improvements to Brackenridge Park ($4,500,000) and public art along Broadway ($547,500). Specifically, this item will facilitate the continuation of the 2017 Bond Program Park Improvements to include the reconstruction of the historic masonry walls and the restoration of the pump house, reconstruction of the acequia, lily pond improvements, and the interpretation of the 1776 Upper Labor Dam.

Additionally under the Texas Government Code Section 551.072, a government body may at any time during this meeting conduct an Executive Session to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third party or for economic development negotiations pursuant to Texas Government Code Section 551.087 (economic development).
