The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the City Tower, 100 W. Houston Street, San Antonio, TX 78205, B 00.W410 and A 00.W405 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on January 9, 2023.
Briefing and Possible Action on the following items
 
2.
Protest and appeals of questions from the written examination for the position of Fire Lieutenant administered on February 3, 2023.
3.
Notice and appropriate action regarding the approval of the eligibility list for the position of Fire Lieutenant created from examination administered on February 3, 2023. This eligibility list will remain in existence for one year beginning on the first day of the month following the month the written examination was given or until the list is exhausted. If changes are made to the examination as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be certified at a subsequent Commission Meeting.
4.
Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Peter Torres  – Rule IX 13a – Use of Illicit Substances – Eligible after May 1, 2023
b. Sisco Salinas – Rule IX 14h – Criminal History – Eligible after August 16, 2028
c. Juan Soto – Rule IX 11 – False Statement of Material Fact – Permanently Unsuitable

a. An agreed ten (10) day suspension for Officer Destiny R. Lechuga effective January 6, 2023.
b. An agreed twenty (20) day suspension for Officer Destiny R. Lechuga effective January 6, 2023.
c. An agreed one (1) day suspension for Officer Jeremy S. McGuire effective January 6, 2023.
d. An agreed ten (10) day suspension for Officer Jeremy M. Morgan effective January 6, 2023.
e. An agreed twenty (20) day suspension for Officer Jeremy M. Morgan effective January 6, 2023.
f. An agreed one (1) day suspension for Officer Connor L. Talamas effective January 10, 2023.
g. An agreed ten (10) day suspension for Officer Viviana E. Rodriguez effective January 10, 2023.
h. An agreed twenty (20) day suspension for Officer Viviana E. Rodriguez effective January 10, 2023.
i. A one (1) day suspension for Officer Aaron J. Wallace effective January 11, 2023.
j. A five (5) day suspension for Officer Misty Floyd effective January 11, 2023.
k. An agreed seven (7) day suspension for Officer Pedro Carvajal effective January 17, 2023.
l. An agreed ten (10) day suspension for Officer Eric M. Moreno effective February 1, 2023.
m. A five (5) day suspension for Officer Aaron J. Wallace effective February 8, 2023.
n. A three (3) day suspension for Fire Engineer Derrick Caddell effective February 8, 2023.
o. An agreed three (3) day suspension for Officer Jaime E. Garcia effective February 13, 2023.
p. A three (3) day suspension for Officer Gilbert L. Martinez effective February 10, 2023.
q. An agreed twenty-five (25) day suspension for Officer Levon B. Harrison effective February 4, 2023.
r. An agreed one (1) day suspension for Officer Nicholas M. Rodgers effective February 7, 2023.
s. A one (1) day suspension for Officer Ysidro Mares III effective February 3, 2023.

These matters have not been appealed and are therefore final.

t. A ten (10) day suspension for Officer Miguel A. Montalvo effective January 10, 2023. A letter of appeal was received on January 11, 2023.
 
Public Comments
 
At any time during the meeting, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting may meet in executive session for consultation with the City Attorney's Office concerning attorney client matters under Chapter 551 of the Texas Government Code.
