Fire Fighters’ and Police Officers’ Civil Service Commission Meeting

The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the Municipal Plaza Building beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times.

Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following:

 
Approval of Minutes
 
1.
Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on October 17, 2022
Briefing and Possible Action on the following items
 
2.
Notice and appropriate action regarding the approval of the eligibility list for the position of Firefighter Trainee created from Firefighter Trainee Examination administered on May 5, 2022. This eligibility list will be valid for a period of one (1) year from the effective date or until the list is exhausted.
3.
Notice and appropriate action regarding the approval to administer a District Fire Chief Assessment Center to the top 20 passing participants of the District Fire Chief written examination. The Assessment Center will be conducted from December 13, 2022, through December 15, 2022, at the Omni La Mansión del Rio Riverwalk located at 112 College St, San Antonio, TX 78205. Candidates will be notified of their personal arrival times.

Notice and appropriate action regarding the approval of the eligibility list for the position of Police Lieutenant created from Police Lieutenant Examination administered in two parts on August 18, 2022, and September 13, 2022. This eligibility list will be valid for 18 months from the date of certification by the Commission.
5.
Notice of SAPD and SAFD disciplinary suspensions without pay:
a. A one (1) day suspension for Officer Jeremy S. McGuire effective October 7, 2022.
b. A five (5) day suspension for Officer Jorge Patino effective October 10, 2022.
c. A three (3) day suspension for Officer Luis F. Rodriguez effective October 10, 2022.
d. An agreed three (3) day suspension for Officer Matthew S. Sparks effective October 14, 2022.
e. An agreed three (3) day suspension for Officer Rick Martinez effective October 11, 2022.
f. An agreed five (5) day suspension for Detective Ruben Perez effective October 12, 2022.
g. An agreed three (3) day suspension for Officer Santiago Vizcarra effective October 11, 2022.
h. An indefinite suspension for Captain Ryan Bippart effective October 13, 2022. A release and settlement agreement reduces the suspension to a ninety (90) day suspension.
i. A fifteen (15) day suspension for Fire Engineer Rene Quintanilla effective October 13, 2022.
j. An agreed thirty (30) day suspension for Officer Adam H. Lee effective October 23, 2022.
k. A one (1) day suspension for Fire Engineer John de la Garza effective October 27, 2022.
l. An agreed thirty (30) day suspension for Officer Chakel Charles effective October 27, 2022.
m. A sixteen (16) day suspension for Officer Jose F. Munoz effective October 28, 2022.
n. A one (1) day suspension for Officer Zeth Scott effective October 28, 2022.
o. A one (1) day suspension for Officer Felicia A. Ytuarte effective October 30, 2022.
p. An agreed one (1) day suspension for Officer Jamal C. Johnson effective October 31, 2022.

These matters have not been appealed and are therefore final.

q. An indefinite suspension for Officer Leroy Medlin effective October 11, 2022. A letter of appeal was received on October 17, 2022.
Public Comments
 
At any time during the meeting, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting may meet in executive session for consultation with the City Attorney's Office concerning attorney client matters under Chapter 551 of the Texas Government Code.
