The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items.  Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times.
9:00AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit Click on meetings and events and select the meeting you’d like to participate in. Individuals signing up for public comment may register for VIA bus fare or parking validation at VIA bus fare or parking at City Tower Garage (located at 100 Blk N. Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas Government Code.

Purchase of Services, Supplies and Equipment
Ordinance approving a contract with Johnson Health Tech Retail, Inc., to provide and install fitness equipment for various fire facilities of the San Antonio Fire Department for a total cost of $259,339.17. Ordinance approving a contract with Airbus Helicopters, Inc. to replace three existing single engine turbine Airbus H125 helicopters and subsequent training and travel costs for the San Antonio Police Department in an amount not to exceed a 4-year spend of $23,262,371 ($7,136,175 in FY 2024, $7,788,474 in FY 2025 and $8,337,722 in FY 2027) and appropriating funds. The helicopters will be ordered during fiscal years 2023, 2024 and 2026, with delivery and expense anticipated the year following the respective order. Funds for the first helicopter in the amount of $6,456,706 are available from Tax Notes and funds in the amount of $679,469 for training and travel costs will be included in the FY 2024 General Fund Budget contingent approval of the annual budget. Funding for the remaining helicopters is included in the Capital Budget and training funds are contingent upon City Council approval of the annual budget. Ordinance approving the following contracts establishing unit prices for goods and services for an estimated annual cost of $2,245,509, included in the respective department's FY 2023 Adopted Budget: (A) Big Tex Contractors, LLC, for demolition and deconstruction services; and (B) ratifying a change order to the Alamodome parking lot point of sale contract with ParkHub, Inc. Acquisition, Sale or Lease of Real Property
Ordinance approving a five-year lease and concession agreement with SSF Services, LLC, dba Trailblazer Cafe for 2,570 square feet of space within the Terminal Building at Stinson Municipal Airport to operate the Trailblazer Cafe. Ordinance approving the acquisition of a conservation easement over the Edwards Aquifer Recharge Zone on a 399.13-acre tract of land known as the Morrow Ranch located in Uvalde County, Texas from 2 Boys Ventures, Ltd. and authorizing payment to Mission Title Company as escrow agent in the amount of $854,247.64 from Proposition 1 of the Edwards Aquifer Protection Sales Tax fund included in the FY 2023 – FY 2028 Capital Improvement Program. City Code Amendments
Ordinance amending 1) Chapter 28 "Signs", of the City Code of San Antonio, Texas, by adopting proposed amendments recommended by the Building-Related and Fire Codes Appeals and Advisory Board, and 2) Chapter 35, "Unified Development Code", Section 35-339.01, by modifying the Design Criteria of the adopted Corridor Plan for “GC-1” Hill Country Gateway Corridor 1. Ordinance approving an agreement with The University of Texas Health Science Center at Houston for a food insecurity assessment, as part of Metro Health’s SA Forward Plan to address Food Insecurity and Nutrition, in an amount up to $72,100.67 for a term ending September 30, 2023. Ordinance authorizing contracts with SAMMinistries, Endeavors, and The Salvation Army in an amount totaling $7,542,085 for Tenant-Based Rental Assistance and Homelessness Prevention services; authorizing a Professional Services Contract with Local Initiatives Support Corporation (LISC) in an amount of $120,000 for Collective Impact Capacity Building; and approving staffing. Executive Session

At any time during the meeting, the City Council may recess into executive session in the B Room to consult with the City Attorney's Office (Texas Government Code Section 551.071) and deliberate or discuss any of the following:
Economic development negotiations pursuant to Texas Government Code Section 551.087 (economic development).
The purchase, exchange, lease or value of real property pursuant to Texas Government Code Section 551.072 (real property).
Legal issues related to litigation involving the City pursuant to Texas Government Code Section 551.071 (consultation with attorney).
Deliberate issues related to the security of City of San Antonio facilities pursuant to Texas Government Code Sections 551.076 (security devices and audits), Section 551.089 (security devices and audits), and 551.071 (consultation with attorney). 

6:00 P.M. – If the Council has not yet adjourned, the presiding officer shall entertain a motion to continue the council meeting, postpone the remaining items to the next council meeting date, or recess and reconvene the meeting at a specified time on the following day.
